Dr. Gordon Lai Ming LEUNG

Dr. Gordon Leung has over eighteen years' experience in the civil, highway and geotechnical engineering industry in Hong Kong. He is a teaching fellow with THEi and adjunct assistant professor of the Hong Kong Chu Hai College of Higher Education. He is the Secretary General of the Hong Kong Road Research Laboratory and also visiting academic of a number of institutions such as Monash and Curtin Universities in Australia. He is chartered member of various professional institutions and a fellow of the London Geological Society. Previously, he worked with Ove Arup & Partners before joining the academic field. Dr. Leung's research interests are in the areas of pavement geotechnics, unbound materials and accelerated pavement testings. In the past, he also played a key role on the establishment of a number of specifications and the new Guidance Notes on Road Markings (GN 036) for Highways Department in Hong Kong.

Alan Chan is a Civil Manager in Airport Authority with 29 years’ expereience in highways and transportation infrastructure projects from inception, planning and engineering study, design, tender to construction administration and supervision. Alan has been responsible for several medium to large scale projects in Hong Kong, China and United Kingdom.

Mr. Mark Ngan is a Senior Resident Engineer (Civil) of Ove Arup and Partners (HK) Ltd. with over 21 years of experience in the planning, design, management, contract administration and supervision of civil engineering, highway, sewage treatment and infrastructure projects, as well as intergrated casino resorts, having worked on a number of major projects in Hong Kong, Macau and UK.

Mr Lai has over 25 years experience in a wide range of traffic engineering design aspects ; road alignments and traffic aids; detailed design of junction operation and method of control; public transport interchange; temporary traffic management measures for different natures of road works; internal layout design of car park and pedestrian walkway system, and also in a wide range of traffic/transportation studies; public housing developments; new town /reclamation master plan; the local area traffic improvement schemes; development traffic impact assessment studies and railway station traffic and transport impact assessment studies. His hands-on experience from projects and studies covers those in Hong Kong, China and Sri Lanka.

Mr. Low is a Principal Engineer of Mott MacDonald Hong Kong Limited with over 31 years direct working knowledge in the field of general civil and bridge engineering design, construction, inspection and structural assessment. He has been involved in all stages of project development from inception and scheme evaluation through design and preparation for contract, construction supervision, completion and subsequent inspection and maintenance..

Mr. Tam is Project Controller of Hopewell Construction Company Limited. Mr. Tam holds a Master of Business Administration degree and a Bachelor of Engineering degree in Civil and Structural Engineering from The University of Hong Kong. Mr. Tam has over 19 years of experience in planning, development, design, construction and operation of highway infrastructure projects in the PRC.

Prof. S.C. Wong is Chair Professor of Department of Civil Engineering and Associate Dean of Faculty of Engineering at the University of Hong Kong. He was Chairman of CIHT(HKB), President of CILTHK, and Council Member (Co-opt) of HKIE, and is currently Vice-President of HKSTS, Council Member of CILTHK, and Deputy Chairman of the Logistics and Transportation Discipline Advisory Panel of HKIE. He is member of the Construction Industry Council, and director of the Hong Kong Green Building Council. Professor Wong is a Justice of the Peace, Vice-Chairman of the Town Planning Board, member of the Advisory Council on the Environment, and member of the Road Safety Research Committee of the HKSAR Government. He was member of Transport Advisory Committee from 2004-2010 and Harbour-front Enhancement Committee from 2007-2010. He also served as a member of the Tuen Mun Road Traffic Incident Independent Expert Panel in 2003, and a member the Expert Panel on Sustainable Transport Planning and Central - Wan Chai Bypass in 2005. In 2015, he was awarded the Bronze Bauhinia Star from the HKSAR Government.

After 35 years' service in the HK Government, working in Architectural Services Department (last as senior project manager ArchSD) and in Development Bureau, Raymond recently joined HK Airport Authority in May 2015, working on the third runway project. Formerly Raymond was HonSecretary of CIHT HK Branch till 2008/09, and also served as the Hon Secretary of HKIE Structural Division

Mr. Simon CHAN is currently the Associate Director in Mannings (Asia) Consultants Limited. In the past years, he has been involved in design and construction of wide spectrum of public and private projects in highways, buildings, civil and hydraulic aspects. Mr. CHAN is now responsible for planning, design and construction of Tai O Improvement Works Phase 1 and Phase 2 Stage 2, and Provision of Universal Access Facilities amongst various districts in New Territories. Mr. CHAN’s vision is to enhance the connectivity of public society with civil engineering bodies to ensure harmonized city development.

Professor Wong is the founder and chairman of the Hong Kong Road Research Laboratory (HKRRL). He has over thirty years' academic and practical experience in the field of highway and transportation engineering. Currently, he is the professor of the Faculty of Science and Technology of the Technological and Higher Education Institute of Hong Kong (THEi), in charge of programme and project development. In March 2014, he successfully helped the Institute to establish the “BRICS TSE Specialized Portfolios Engineering Investment and Management International Training Center”. The training conducted in this center will be recognized and certified by the United Nations. Professor Wong, apart from having supervised a large number of highway research projects ranging from MPhil and PhD to high level consultancy and industrial funded projects, he has also contributed significantly to the establishment of numerous design specifications, design standards, and codes of practice in the field of highway/pavement engineering in Hong Kong.

Danny Shek has considerable transport planning and traffic engineering experience for 33 years.  His wide-ranging background covers hands-on experience on Regional Transport Studies, Public Transport and Related Studies, Major Transport Infrastructure Appraisal, Land Use Development and Master Planning, Traffic Impact Assessment, and Traffic Control and Surveillance System / Intelligent Transport System. Since 1989 Danny has been working on projects in mainland China and is familiar with local practice of different cities.  Danny has strong experience in regional traffic studies for public sector such as World Bank, and in development Master Plans for private developer.

Mr Yan has over 23 years of experience in construction industry and specialises in managing large scale infra-structure projects.  His experience covers a variety of foundation and civil engineering works including railway stations, cut and cover tunnels, drainage tunnels 150m below ground, civil and foundation works of power station, building demolition works, deep basement, roads and bridges, etc. Mr Yan was awarded by Gammon Construction Ltd the Best Project Manager in 2009 and the Zero Harm Manager in 2010, 2015 and 2016.  He is currently a Registered Professional Engineer and the Authorised Signatory (Building) of Gammon Construction Ltd.
